Alliances

Since 2007, two distinct alliances have been in existence: one focused on addressing domestic violence and the other on combating violence against children.

Nihaila Jeandor-Girigorie

In 2011, tragedy struck with the murder of a member of the "Brigada di Seguridat i Formashon," Nihaila Jeandor-Girigorie, at the hands of her ex-partner. Bos di Hubentut and ten other organizations demanded a thorough investigation, grounding their appeal to the Minister of Justice, the Prosecutor General, the President of the Parliament, and the Chief of Police in the assertion that, according to international law, the state bore responsibility for Nihaila's murder due to inadequate efforts in preventing, investigating, and penalizing perpetrators of domestic violence and violence against children. Additionally, 17,000 signatures were presented, urging, among other things, for harsher penalties for perpetrators of violence against children.

Importance

In 2012, discussions with legal experts, including Professor Dr. de Doelder, emphasized the importance of concordance in legislative changes. Without concordance, legislative changes face opposition, lack legitimacy, or fail to address the needs and concerns of all stakeholders, potentially leading to conflicts, inefficiencies, and ineffective governance. It was recognized that civil society participation was crucial for addressing disparities, especially in economic, social, and educational aspects. It also became increasingly clear to numerous organizations that the welfare of children and youth was intricately linked with the issue of domestic violence. Recognizing the direct impact of violence in the presence of children on their well-being, it was evident that these two issues intersected. As a response to this realization, ALIANSA was established to address these intertwined challenges with clarity and professionalism.

Advocacy

Advocacy efforts by ALIANSA resulted in the establishment of the National Commission for Combating Violence against Children/Youth and Domestic/Relational Violence in 2012. This commission was activated in 2013 and includes representatives from various ministries and NGOs. Aliansa also submitted an implementation plan outlining priority areas. In December 2015, the National Plan was discussed in the Council of Ministers and later ratified in April 2018. It comprises a vision, mission, and policy instruments, with interventions specified for each target group and sector. The plan adopts a comprehensive approach to minimize violence and cultivate respect within the society by contending with the underlying causes, including entrenched gender norms, the intergenerational cycle of violence, and socioeconomic disparities such as poverty. It emphasizes the long-term impact of violence and the importance of collaborative efforts between ministries and NGOs to provide prevention, intervention, and support services.

Challenges and Triumphs

Our journey has been marked by challenges and triumphs, and while our work to combat domestic violence and protect the rights of children is far from over, our commitment to ending domestic violence and child abuse remains unwavering. As we draw the curtains on our story, we are reminded of the power of collective action in the fight against abuse.
